For example, the group of speeches on Bosnia is preceded by an incisive account of the twists and turns of U.S. policy leading up to the Dayton Conference and the intense negotiations, involving several volatile personalities, that led to the historic Dayton agreement. Among the other subjects covered by the essays are our relations with China, Russia, Japan, Vietnam, Korea, Haiti, the Middle East, Africa, and South America; international organizations such as NATO and the United Nations; and the global issues of human rights, terrorism, nuclear threat, and the environment.
The book begins with a Prologue that emphasizes Secretary Christopher’s long-standing interest in speeches as an instrument of public policy and the decision making behind this often overlooked aspect of statecraft. It also describes how the Secretary was offered the position by President-elect Clinton, the state of affairs as he found them when he took office, and his strategy and plans for U.S. foreign policy in the post-Cold War period. An epilogue recounts the Secretary’s decision to return to private life, offers his insights on the challenges facing the United States in the international arena in the years ahead, and sets forth some suggestions for future policy makers.

This collection of 45 speeches is drawn from Christopher's four years as secretary of state and reflect his lawyerly persona. Brief headnotes typically describe what overt statements Christopher's speechwriters included or discarded, or what tacit signals the speeches attempted to convey to the intended audience, whether foreign leaders or domestic bureaucracies. Though none are especially memorable, Christopher's declamations do provide a sober record of substantive changes in post^-cold war foreign affairs. If not as colorful as the memoirs of Kissinger, or as gossipy as those of Baker, the headnotes to Christopher's speeches reflect the author's hallmark of polite, analytic emollience when he recollects China's political truculence and commercial pirating, Bosnia's destruction, the Israeli/Palestinian negotiations, repeated Iraqi fire drills, or the atom bomb's proliferation. Within its design as an anthology, this material could be chewed over by serious students of recent foreign policy, whereas as connoisseurs of political memoirs would be less thrilled with their meal. Good content - different style

The content of In the Stream of History is excellent - but one may find the style of the book awkward. It is based on speeches given by Warren Christopher - so the speeches (as they were given) and insight into their preparations are given - which is an excellent contribution to foreign policy practices, but makes for a difficult read. Reading a speech and hearing a speech at the moment of their importance are obviously two different things.
